Prepublication
Authors are permitted to present a talk, based on a paper submitted to or accepted by an INFORMS journal, at a conference where the paper would not be published in a copyrighted publication either before or after the conference and where the author did not assign copyright to the conference or related publisher.
By submitting any manuscript, the author certifies that the manuscript is not copyrighted and is not currently under review for any journal or conference proceedings. If the manuscript (or any part of it) has appeared, or will appear in another publication of any kind, all details must be provided to the Editor-in-Chief at the time of submission.
An editor may choose to consider a paper pre published in a proceedings if it contains sufficiently new substantive content to merit publication in an INFORMS journal and the author has a clear copyright for transfer to INFORMS.
